Kauffman Supports Women’s Right-to-Know Act
HARRISBURG – Championing the right of every woman to have the most information possible before making a life-changing, and serious, health care decision, Rep. Rob Kauffman (R-Cumberland/Franklin) this week joined a press conference calling for support for legislation that would require doctors to perform an ultrasound prior to performing an abortion.

“I don’t believe any woman contemplates having an abortion without some measure of hesitation and, in fact, I think some would like to have additional information on the life developing inside them before ultimately making a final decision,” said Kauffman. “No one is forcing a woman to see the ultrasound or read the results, but we will require an ultrasound be performed so that if a woman wants that information in order to better formulate her decision, she has it. It is also an important health care tool so that a woman can be assured that her doctor has the most complete picture of her health prior to any procedures or follow-up care.”

House Bill 1077, known as the Women’s Right-to-Know Act, has already garnered the bipartisan support of 113 House members.

The legislation will specifically provide: 

        • An opportunity for every pregnant woman in Pennsylvania seeking an abortion to 
          view and receive a printed copy of the ultrasound image of her unborn child. 
        • That all questions a woman has as a result of the ultrasound, including 
          gestational age and general developmental health of her unborn child, be 
          answered fully and completely. 
        • The guidelines to be followed in providing this information to women. 
        • Minimum standards for those who are qualified to perform these ultrasounds.

“This legislation seeks to improve women’s health care and provide patients with the most complete health care assessment possible in order to make an informed decision,” said Kauffman. “I support House Bill 1077 and look forward to its progression through the General Assembly.”

Kauffman noted that Monday’s press conference was held on the same day as the national March for Life in Washington, D.C., and on the 39th anniversary of Roe versus Wade. The legislation also has the support of the Pennsylvania Catholic Conference, the Pennsylvania Family Council and pro-life organizations across the Commonwealth.

House Bill 1077 is expected to be considered by the House Health Committee in the near future.
