Kauffman Supports Legislation to Deter Fraud in State Assistance Programs
HARRISBURG – Rep. Rob Kauffman (R-Cumberland/Franklin) this week voted in favor of legislation he co-sponsored to ensure appropriate verification of income for those receiving assistance from the state’s Low Income Home Energy Assistance Program (LIHEAP) and the Weatherization Assistance Program.

“I have long been a proponent of reform within state government that improves efficiency, saves taxpayer dollars and increases transparency. This legislation will help accomplish each of these goals,” said Kauffman. “I am hopeful House Bill 1991 will gain swift passage in the Senate and be signed by the governor in the coming days.”

In addition to income verification measures, House Bill 1991 includes a fraud reporting requirement for program employees, recipients, applicants and contractors along with whistleblower protection. Cases of suspected fraud would be reported directly to the Office of Inspector General. It also would direct the auditor general to conduct periodic performance audits of the programs, which are made public.

“In light of a 2007 audit by the auditor general that revealed widespread abuse within LIHEAP, this legislation is sorely needed,” said Kauffman. “When people defraud the system they are taking assistance opportunities away from those individuals truly in need. With these reforms, more qualified people will be helped with the precious amount of funding we have for these types of programs. ”

House Bill 1991 passed the House unanimously and now goes to the Senate for consideration.
