House Approves Kauffman Bill to Uncap Limit of Local Government Funds for Hospitals, Tourism Promotion Agencies

HARRISBURG – The state House today approved legislation authored by Rep. Rob Kauffman (R-Cumberland/Franklin) that would remove the cap on the amount of funds township boards of supervisors may dedicate to the construction, maintenance and support of local hospitals and tourism promotion agencies. 

“My legislation will allow local townships to determine the amount of funding, if any, they determine appropriate for hospitals and tourism promotion agencies. Currently, there are no funding caps on other similar appropriations. Since providing for the health, safety and welfare of its residents is an important function of township government, this legislation would bring uniformity and will make sure all such agencies and services are on a level playing field when it comes to township support,” said Kauffman. “In addition, allowing local government to better assist tourism promotion agencies can be critical to growing the economy in our local communities and creating jobs.”  

Currently, boards of supervisors may not exceed $1 for each township resident for the construction, maintenance and support of hospitals. Existing law also restricts boards of supervisors to appropriate not more than 10 cents for each resident of the township for a tourism promotion agency. 

House Bill 488 now goes to the state Senate for consideration. It has the support of the Pennsylvania State Association of Township Supervisors.
