Kauffman: Eliminate WAMs to Address Budget Shortfall

With Congress poised to approve reduced funding to the states for Medical Assistance, Rep. Rob Kauffman (R-Cumberland/Franklin) is calling on the governor to put discretionary grant funding, or WAMs, on the chopping block.


Instead of the $850 million in funding the governor anticipated earlier this year, the state is due to receive $595 million, leaving a $255 million hole in the budget. Kauffman and 26 fellow lawmakers penned a letter to the governor urging him to cut the WAM funding. The governor and legislative leaders are meeting today to discuss options to address the shortfall.


“Cutting this wasteful spending is a no-brainer,” Kauffman said. “WAMs shouldn’t have been included in the budget in the first place, given the financial challenges the state and the taxpayers are facing. This is an opportunity to do the right thing for the people of Pennsylvania.”


Cutting WAMs from the budget would save nearly $100 million.


“It won’t address the entire shortfall, so other cuts will have to be made. But there is no question these line items should be the first things to go,” Kauffman said.


Items specifically identified for cuts include:


  • Local Government Resources and Development -- $6 million.
  • Urban Development -- $10.56 million.
  • Community and Business Assistance -- $9 million.
  • Economic Growth and Development Assistance -- $3.1 million.
  • Community and Municipal Facilities Assistance -- $3 million.
  • Regional Development Initiative -- $3 million.
  • Cultural Activities -- $2.4 million.
  • Community and Regional Development -- $4.16 million.
  • Tourism Accredited Zoos -- $500,000.
  • Digital and Robotic Technology -- $196,000.
  • Opportunity Grant Program -- $17.8 million.
  • Customized Job Training -- $8.66 million.
  • Community Conservation and Employment -- $24.2 million.
  • Community Action Team -- $295,000.
