Kauffman’s Bill Targets Smuggling of Human Beings
3/2/2011

Measure is part of National Security Begins at Home initiative

Rep. Rob Kauffman (R-Franklin/Cumberland) has introduced legislation that would target the smuggling of human beings, thereby addressing the growing problem of illegal immigration in Pennsylvania.

“Illegal immigration not only affects those states on our nation’s borders, but it also impacts states like Pennsylvania, which are left defending themselves without any help from the federal government,” Kauffman said.  “My bill is one of several proposals to combat the infiltration of residents who are in this country illegally.”

House Bill 856 would prohibit the smuggling of human beings in Pennsylvania.  Specifically, smuggling of human beings would be defined as transporting, securing transportation and using property by a person or an entity knowing that the person or persons are unlawfully present in the United States.  Those convicted would face a fine of up to $15,000 and/or a maximum prison sentence of up to seven years.

“In order to crack down on the growing problem of illegal immigration in Pennsylvania, the General Assembly must enact laws that would punish those who aid in these unlawful activities,” Kauffman said.  “For the past few years, the federal government has turned its back on the states by refusing to enforce federal laws.  Like many other state governments throughout the country, Pennsylvania needs to take steps to protect its citizens and save taxpayer dollars.”

Kauffman noted that his bill is one of several legislative measures to combat illegal immigration in Pennsylvania.  The package of bills is designed to restore safety and security to communities by denying public benefits, employment access and all other economic incentives to those who reside in the Commonwealth illegally.

House Bill 856 has been assigned to the House Judiciary Committee for consideration.
