Kauffman’s Bill Prohibiting Human Smuggling Gains House Committee Approval
HARRISBURG – The House State Government Committee today approved legislation authored by Rep. Rob Kauffman (R-Cumberland/Franklin) that would prohibit the smuggling of humans in Pennsylvania for profit or other commercial purposes. House Bill 856 is part of a package of bills aimed at providing greater enforcement of the growing illegal immigration problem in the Commonwealth.

“The federal government is doing little to nothing about the continued increase of illegal immigrants entering the state and siphoning state benefits and jobs away from legal residents,” said Kauffman. “The result of this inaction has led to a growing trend of the unlawful smuggling of humans into the state. My legislation specifically targets the smuggling of illegal aliens by creating specific penalties for those who commit such crimes.”

Under House Bill 856, the smuggling of human beings would be defined as transporting, securing transportation and using property by a person or an entity knowing that the person or persons are unlawfully present in the United States. Those convicted would be charged with a third-degree felony and face a fine of up to $15,000 and/or a maximum prison sentence of up to seven years.

Kauffman’s legislation is part of a package of bills known as the National Security Begins at Home proposal, which is designed to restore safety and security to communities by denying public benefits, employment access and all other economic incentives to those who reside in the Commonwealth illegally.

House Bill 856 is now poised to go before the full House for a vote.
