Kauffman Applauds Advancement of Small Games of Chance Bill to Governor’s Desk
HARRISBURG — Legislation aimed at helping our local nonprofit, charitable and civic organizations raise much-needed funds for community projects and operating expenses was approved by the state House today and is on its way to the governor’s desk to be signed into law.

“Our local fire and EMS companies and civic organizations spend countless hours planning and conducting special raffles and drawings to raise money for community projects, educational scholarships, and their own operating expenses,” said Kauffman. “This legislation will enable them to raise the prize limits and, therefore, raise more money during these events. With so many of these types of organizations struggling to get by financially, this legislation makes sense and it’s what these groups have been requesting for many years.”

House Bill 169 amends the Local Option Small Games of Chance Act to allow for increased limits for prize payouts from $500 to $1,000 for daily drawings, from $5,000 to $25,000 for weekly drawings and from $5,000 to $10,000 for raffles per calendar month. In addition, the legislation permits fire and emergency services organizations to hold a raffle with a $50,000 limits.

Under the bill, at least 70 percent of proceeds raised would be distributed for public interest purposes, and up to 30 percent of the money raised can be used by the organizations to help maintain capital projects such as fixing a roof or heating system.

“I have been a proponent of increasing prize limits for these organizations for the past several years,” said Kauffman. “I am pleased that the legislation is finally making its way to the governor’s desk and that these vital community organizations will have the opportunity to raise additional funds for the benefit of our communities.”

House Bill 169 passed the House by a vote of 178-10.
