Kauffman Comments on Governor’s 2012-13 Budget Address

HARRISBURG - State Rep. Rob Kauffman (R-Cumberland/Franklin) today issued the following statement regarding the governor's $27.13 billion state budget proposal, $22 million less than the current budget, presented before a joint session of the House and Senate:

“The budget address we heard today was not unexpected given the recent revenue figures that are reporting a $500 million shortfall for the year. The governor is calling for continued fiscal restraint and I could not agree more; however, we still need to thoroughly examine this budget and make sure that every dollar is spent to its greatest potential.

“I am pleased that the governor is proposing a slight increase in basic education with more funding flexibility through a new block grant initiative. With the departure of federal stimulus dollars last fiscal year, state tax revenues to fund our K-12 public schools has been steadfast. Higher education received significant cuts in the current fiscal year. Proposed cuts in higher education in the coming fiscal year will receive significant scrutiny.”

“As a governor’s budget proposal is a starting point, there is always fine-tuning to be done. I am pleased that we are finally taking a hard look at welfare spending as we reign in further waste. But, at the same time, we must make sure that we are doing the best we can by our most vulnerable citizens as we review the human services line items.

“It is unfortunate, but the overspending and leveraging of the Rendell administration has come home to roost. We are now looking at real numbers. Only those state revenues which come in are able to be spent. The era of borrowing and reckless spending is over. I look forward to working with my colleagues in the House and Senate to make sure all state dollars are spent in the most efficient and effective manner possible.
