Tour of Scotland School Demonstrates Quality Education, Caring Atmosphere, Says Kauffman

State Rep. Rob Kauffman (R-Cumberland/Franklin) this week joined members of the House Legislative Black Caucus for a tour of the Scotland School for Veterans’ Children, which is slated for closure under Gov. Ed Rendell’s recent budget proposal. 

“The tour illustrated what a great institution the Scotland School is and how appreciative these children are to have the opportunity to learn and grow in such a safe and nurturing environment,” said Kauffman. “Seeing the faces of these children and witnessing the hard work of the teachers, administrators and staff only served to further support my assertion that this school should remain open and, if not, then an exit plan with placement assistance for the children and some forethought for the use of the campus and employment for the staff needs to be taken into consideration. The loss of this institution would affect the lives of hundreds of people, not to mention the community it calls home.”

The school is funded by a $10.5 million appropriation in the state budget. The governor has proposed eliminating this funding, which would effectively close the school, send nearly 300 students back home and leave 186 employees jobless. 

The Scotland School for Veterans’ Children, established in 1895, is a state-owned and operated facility that provides housing and an education for relatives of veterans. Seventy percent of the students come from Philadelphia looking for a safe environment to live, learn and grow.
 
The governor cited the high cost of educating students at the school as a main reason for targeting its closure. Kauffman said that there certainly may be opportunities to look at efficiencies, larger enrollment to decrease the per capita cost and partnerships to save public dollars. 

During the tour legislators had the opportunity to talk with students and visit classrooms, athletic facilities and the residential housing units.
