Republicans Unveil Fiscally Conservative, Balanced Budget Plan with No Tax Increase, Says Kauffman

State Rep. Rob Kauffman (R-Cumberland/Franklin) today issued the following statement after the House Republican unveiling of an amendment to balance the Senate budget proposal without a tax increase:
 
“After weeks of listening to the governor’s scare tactics and the Democrats lament that balancing the budget is not possible without a 16 percent Personal Income Tax increase, we have proven them wrong,” said Kauffman. “The House Republican amendment to Senate Bill 850 will INCREASE funding for schools; provide for public safety; and fund state parks, hospitals and universities while still preserving the Rainy Day Fund and cutting state government operating costs.
 
“Prudent reductions in spending is the key, along with using some money from the Rainy Day Fund, leasing land for Marcellus Shale drilling, instituting a tax amnesty program and transfer some funding from the Health Care Provider Retention Account. We also make use of the federal stimulus money to balance the balance and offset losses in state tax dollars.
 
“Unfortunately, although House Republicans have been working on this budget proposal and requested to work through the weekend in order to try to complete a budget in time to protect state workers from any missed paychecks, House Democrats canceled legislative session for Friday, Saturday and Sunday. This is just one more stall tactic that only serves to further hurt thousands of Pennsylvania families.
 
“Regardless, the good news at this point is that the Democrats call for a 16 percent increase in the state’s Personal Income Tax has been halted and we are finally seeing positive forward movement on a balanced budget plan that meets the needs of the Commonwealth without further taxing Pennsylvania families.”
